Dumping constants shouldn't unpack the constants, but just print out the segment.

Can someone provide an example of what is meant by dumping constants?

(The original TODO file was, I guess, a pre-RT bug tracker. The RT cited by coke says nothing more than what's found in the Description for this ticket.)
