update make headerizer to work with PMCs too.

Description 

make headerizer

should update function documentation in the PMCs in addition to the standard C files. Gives us all the same benefits that we have for the function docs currently.

A similar request to cleanup the function docs was opened in  http://rt.perl.org/rt3/Ticket/Display.html?id=39085 - This variant will have the (now correct) function docs in both the PMCs and generated C files, but that's OK. (docs are generated from the PMCs, and most developers are going to be reading them from the PMCs)
