[PATCH] deprecate "v" to denote empty nci pararameter list

Description

PDD16 indicates that "v" to indicate no parameters to an NCI function is deprecated. The svn praise on that statement comes from r11838 (~4 years ago).

The attached patch adds this item to DEPRECATED.pod so it can be removed.
