the pirc lex/yacc files need to be rebuilt with the --maintainer option. Until this is possible, we can't build it by default, as any issue cannot be easily corrected.

I added initial support for this in r43219 and r43247, but needs some more work. The generated lexer seems to work fine but touching src/pir.y and running make causes the build to fail.
