Until we definitively fix it, we can't be 100% confident that '''other''' patches/tickets awaiting application/resolution (''e.g.,'' TT #886) are working.

There is some very Win32-specific code in ''t/library/pcre.t'', so it will really need the attention of someone who can work on that OS.  Any takers?
