pbc_disassemble -o option not working.

Description

The -o option, which should cause the pbc_disassemble program to output the contents of a pbc to a file, does not work.

Initial fix done in r44103, needs more error checking and some testing.

Tests for this can be stolen and tweaked from the parrot_debugger tests, which have to spawn a process and inspect STDERR and STDOUT. I could write these, when I get around to it, or coach someone else in writing them.

pbc_disassemble will probably be replaced soon with a packfile PMC based tool, so I don't the need for test is compelling enough to migrate this ticket. Closing it.
