Deprecate the digest dynpmcs.

Description

As discussed in #parrotsketch the digest dynpmcs are now deprecated, and will be removed from the repo after 2.3 ships. As a transition measure, the dynpmcs are now available at  http://gitorious.org/digest-dynpmcs or via plumage.
