I can't find PMC_is_null where is used.

The function PMC_is_null is intended for external usage, to avoid depending on exporting PMC_NULL. The macro PMC_IS_NULL can have different definitions depending on what's being built, so is better to no use in PMC_is_null to avoid confusions.
