Description
We no longer (to my knowledge) have any active svk developers (that nice is currently filled by git-svn).
svk only appears in one test file (t/distro/file_metadata.t), one lib file (lib/Parrot/Manifest.pm), and in two places in tools.
Can be removed immediately.
