complete implementation of find_outer for pirc

Description

PIRC's bytecode generator emits Sub PMCs which need to find their :outer sub.

The find_outer function must be completed; particularly, subs must be found, respecting their .namespace.

this is implemented. Not namespace-respecting, but that's fine. IMCC doesn't do that afaict.
