Parrot needs Date/DateTime Object

Description

PL/Parrot would like to have a Date and DateTime object. This would be similar to  http://github.com/moritz/Date but implemented as PMC or dynpmc, probably in PIR.

I'm adding some tasks to GCI for this. I'm going to start adding a date/time library to Rosella. I don't know if that will be sufficient, or if we want a PMC in parrot as well.
