need better "create a language docs"

The original tutorial is long out of date and we frequently get questions from people interested in parrot who want to play with it who are rightly frustrated at the lack of good intro docs.

We either need a good link to refer new HLL developers to, or a new set of docs.

I updated the Squaak tutorial prior to 2.6.

There might still be some bugs, but it passes all of the small test suite old Squaak had and runs the Life example from Episode 9 of the tutorial.

I plan to also write some more docs at some point(probably after GSoC) about adding more features to PCT languages(e.g., OO, namespaces).
