Wanted: A User Tool For Handling Parrot Installations

Description

I want to have multiple versions of Parrot available for testing, development, and general convenience. Wrangling these installations should be handled by a single command line tool.

Sources of inspiration include perlbrew for Perl, rvm for Ruby, and virtualenv for Python.

I'm classifying this under the 'install' component, if only because it is focused on what you have to do to maintain >1 installations of Parrot.

I haven't had a lot of spare coding time to work on it, but there is indeed a project. I will have a little more time available to me soon, and I'll be able to get back to my Parrot projects.
