Automate more of the release manager process

This ticket is to keep track of a general push towards automating many of the steps of the release manager process. A separate ticket for each task should be created, and when they are all completed, this ticket can be closed.

1) Automate updating of links on docs.parrot.org

2) Automate updating dev/supported Drupal links

3) crow.pir should be able to search for .sha256 files in the repo and include them automatically

4) crow.pir should be able to email a list of recipients

5) ChangeLog should be autogenerated or removed

Please add more items, this is only a start.

soh_cah_toa++ did a lot of good work on this recently, and we have Github issues for 1) and 3) and 5) is no longer relevant. Closing for now, since the other parts of this TT probably require moving away from Drupal.
