tools/dev/parrot_api.pl: What is this program meant to do? Do we still need it?

Description

tools/dev/parrot_api.pl does not appear to have been touched in any substantial way since 2007.

Can anyone say (without RTM) what it is meant to do?

Has anyone used it lately?

Do we still need it?

This is all I get from it: 

$ perl tools/dev/parrot_api.pl blib/lib/libparrot.so.3.6.0 
=== include/parrot/embed.h include/parrot/extend.h: 33 interfaces ===
tools/dev/parrot_api.pl: nm.pl -Bgo 'blib/lib/libparrot.so.3.6.0': 
  No such file or directory

Removed in 7db4473 along with nm.pl . Wipe them from your memory.
