make sure we have enough documentation for a new user to become friendly with pir.

docs/book/* contains some info but not nearly enough (needs to be expanded). We also have examples/pir/*, examples/tutorial/*, and docs/user/pir/* as kjs pointed out. Maybe some of these things could be consolidated in some way?
