auto-headerize PIRC sources

Description

PIRC sources are currently not subjected to the headerizer. All function prototypes (extern, static) are written manually.

This should be fixed.

This was partially resolved; headerizer is now attempting to update PIRC sources, but apparently there is a conflict: see r43405 for a fixup after a headerizer run.

pirc is full headerized now and doesn't need any post-headerization fixups. I remember this happening a while ago but don't recall exactly when. Either way, I'm marking this ticket as fixed.
