[CAGE] Need test files for packfile annotation PMCs

'make distro_tests' (a required step for a release) fails because several PMCs relating to packfile annotations don't have corresponding test files. This needs to be fixed before 1.0.

This patch adds tests for 3 pmc's that had no tests and makes "make distro_tests" pass
