Remove toplevel Makefile.PL

Description

This was added to simplify our CPAN distribution.

Since we don't do that anymore, we should be able to remove it.

No deprecation needed, IMO, as it's not a feature.

Will there be any way to tell people who look for Parrot on CPAN that it has moved permanently?

I typed  http://search.cpan.org/dist/Parrot/ into my browser, and  version 0.9.1 was the first that came up in the results. And it will stay that way until we figure out a way to indicate that the bird has flown.

r37651 contradicts my assumption that we don't do CPAN any more; we just do it less frequently.
