PGE alpha rule should match underscore

Description

From rakudo's RT #65138: 

16:14 <TimToady> pmichaud: _ is considered an alpha

So, we need to patch PGE so that <alpha> matches underscore, and
we need some tests to match.

Leaving closed, but we should consider whether changing public facing parts of PGE should follow the same guidelines as a deprecation.
