Description

Create a 'parrot-users' mailing list for questions for Parrot users: "How to I do XYZ in Parrot", rather than questions about developing Parrot itself.

The parrot-users list has been created by our OSUOSL admins, and setup
with a mirrored google group (parrot.users) by allison.
