zero-length files from "make html"

Description

The command "make html" produces a small number of files that have zero length. Two that I saw were in /docs/html/docs/project/: 

metacommitter_guide.pod.html
release_manager_guide.pod.html

Obviously I was hoping to get a nice HTML formatted copy of the release manager guide today, but I'll have to settle for the POD version instead.

 http://docs.parrot.org/parrot/latest/html/docs/project/support_policy.pod.html has links to DEPRECATED.pod.html which is also being generated as a zero-byte file.

make html was recently rewritten. This bug no longer appears to be in effect.
