Add 'testing' to Component pane in Trac

Description

It would be good to have a selection called testing in the Component pane in Trac. The purpose of such a selection would be to track issues concerning how we test such as TT #845. (It would not be for the purpose of reporting failing tests.)

And while we're at it, we should also consider adding a build selection to handle problems that are tied to the operations and targets of make.
