"make realclean" causes Configure.pl to fail (missing pipp_hash.c)

Description

At some point the Makefile for pipp has been damaged, such that "make realclean" causes it to remove languages/pipp/src/pmc/pipp_hash.c . After that, Configure.pl fails with 

During configuration the following steps failed:
    01:  init::manifest
You should diagnose and fix these errors before calling 'make'
